概述
评估 .codex/skills 中的技能质量，给出评分与改进清单，并在用户确认后执行修改。
流程

审查所有 skills
- 遍历
.codex/skills子目录。 - 检查
SKILL.md是否清晰、完整（Input/Output/Steps）。 - 如有脚本，指出明显错误或缺失。
- 识别功能重叠或命名不合理之处。
- 遍历

评分与报告
- 每个 skill 给 1–10 分与简短理由。
- 输出可执行的改进清单。

用户确认后改进
- 优化
SKILL.md结构与描述。 - 修复脚本或补充缺失内容。
- 需要合并/拆分时先征求同意。

- 给出关键前后对比摘要。
- 说明触发方式的变化（若有）。
