Notes were migrated to a new all-in-one repo here which contains not only the notes, but also the entire stack to fully deploy it to the redesigned wwdcnotes.com website. It also improves the editing experience by using Swift-DocC which gives you a live preview of your note right within Xcode while editing it. Learn how it works here.
