Clearskyalarm

Companion service to Thomas Jacquin's excellent allsky cam (https://github.com/thomasjacquin/allsky). ClearSkyAlarm counts the stars in the images produced by allsky cam and sends out a text message notification if the count is above a configurable threshold.
