Steps:

Download the whole folder
-
Run Movie_Recommender.py (Preferably with PyCharm -- python 3.7)
-
Wait for a few seconds
-
Either click on the IP or copy and paste the ip (http://127.0.0.1:5000/) in your browser's address bar and press enter
